Northampton Borough due to have say on Buckton Fields planning application

Northampton Borough Council planning committee is due to give their opinion to Daventry District Council as statutory consultees, so to will the WNDC.

pic Councillors have been advised to make their views known about the potential development at Buckton Fields before the end of February, although currently there is no date scheduled for the planning committee to rule on this.

Residents are strongly urged to let the Council Planning Policy Section know their views, as well as the planning department at the WNDC. This need not mean writing a completly new letter, if you have already written to Daventry, amend the address and re-submit this using Northampton's own application planning number N/2007/1583. WNDC will keep Daventry's application number. Details of where to submit these can be found at the bottom of the page.

I have been advised by some councillors that it wouldn't hurt to do a bit of lobbying of the planning committee either, so here is a web link to the NBC site detailing members of that committee with e-mail links!

Remember to Quote the application number on all correspondence!

pic Developer pulls out at Sixfields

So what? I hear you say. Well as we have pointed out to both the DDC and the developer, we strongly believe that this identifies a very real cause for concern over the current Ensign development plans at Buckton Fields, as well as the many other developments currently under consideration ib the area.

The issue is seen all too often in phased developments submitted by large building firms, just like the one here. What they tend to do is push through a bulk of the houses plus minor infrastructure improvements which would be required to support them anyway in the initial phases, subsequent phases tend to contain the promised infrastructural elements to support the entire development, such as schools, shops etc. These are termed 'Section 106 Agreements'. Come the time to build these many builders all of a sudden seem interest in the project feining 'run out of funds' and as we can see at Sixfields, residents are left isolated and having to travel further away for these amenities.

What we have subsequently learned is that the WNDC, whose juristition as planning authorty Upton falls into, are powerless to prevent developers from preventing developers from this sort of behavior. We feel that it would be a disaster to the local area to allow Ensign to build any houses until adequate infrastructural improvements have been put in place first, this would include the complete implementation of the North West Link road which would provide releif to the already swamped roads in and around this part of Northampton.

WASPRA open day a great success! Daventry please take note

WASPRA Open Day On 26th January WASPRA organised an open day for all local residents to come and find out more about the impact a development at Buckton Fields might have on us all.

We are most grateful to all the local politicians, action groups and professional experts who turned out and helped make the day such a resounding success. What we identified was that from all political spectrums this development is not welcome here!

The day was planned to provide an information day convenient for people to attend, in contrast to the developer's events that for numerous reasons seemed to be planned to deter rather than inform. Our intention was to provide all possible facilities to include all, hence the provision of a supervised child area, a collection of experts providing factual information and local politicians to both allow the public to hear what they will say but more importantly to listen to what their electorate had to say and understand what they need to do to represent those views.

On site we set up a letter writing advise centre, as we had received so many calls asking for advise on this. You can download a fact sheet for writing to the councils here. WASPRA Traffic Video We also had a video depicting the chaos that presents itself when parking at Northampton General Hospital but more importantly showing the queues of traffic stretching back to Pitsford from the Boughton roundabout! This was actually taken on good days, some days sees the traffic back to Pitsford resevoir!

In order to publisise the event we spoke to the local press and put up posters as well as circulating 5,000 colour leaflets across the area. Many thanks to all the volunteers who pitched in, both before and on the day.

Ian talking to Sally Keeble I must mention all our guests for that day

    Representing Labour we were pleased to welcome Mrs. Sally Keeble MP for Northampton North, who was very supportive of our concerns, listening to our public and taking notes in order to make representations to Daventry District Council.
    From the Liberal Democrat camp and the Borough Council we welcomed Cllrs. Andrew Simpson, Trini Crake, Andrew Perkins and wearing his twin caps of County and Borough Councillor, John Yates.
    We are also grateful to Judy and John Shephard who provided balance from both the Conservative corner and Daventry District council.

Local pressure groups were also keenly supported with much time and effort put in by all, and providing manned stalls by:-

  • Boughton Residents Action Group who were identifying a very key issue of the planned In Vessel Composting unit at Boughton Quarry.
  • The Northants Residents Alliance fronted by Roger Kingston, were promoting their campaign against the proposed over-development of Northampton, advocating building a new town as the current infrastructure of Northampton was far from capable of supporting the imposed numbers of 45,000 homes by 2021, and this without any major improvements to our local infrastructure such as roads, hospitals or schools!   • Save Our Soil! representatives were voicing an expert view on the transport issues, Campaigners! and how the traffic proposals for these new developments would be so ineffectual. Paul Witherington has been very vocal on his concerns about the current trend to understate the future traffic numbers which is facilitating the rapid expansion plans being put forward. Under the policy of 'Sustainability' traffic will somehow vanish; car usage will dwindle and people will opt to cycle or bus to work and the shops! However in the real world we will all be sat in our cars going nowhere...
  • Nene Flood Prevention Alliance provided overwhelming evidence that the developments at Buckton Fields and Dallington Heath would have very serious implications on the Town of Northampton. John Goodall presented interested parties with evidence and maps of unfinished work paid for by the Borough and the old Northampton Development Corporation; in particular channel widening work on the River Nene below the Washlands resevoir and also work on the Towcester road bridge in St.James. If we experienced the same conditions as experienced in April 1998 or even similar to those elsewhere in the UK only last year then Northampton could almost certainly be subject to floods.

I must say big thank you's to Mariane Oakes, Head Teacher at the local Primary School who made herself available on a Saturday to field queries on schooling issues and did a fair amount of research for the day, Alan Hames who provided a wealth of information about Civil Engineering and the chaps at FOBA with their expertise on local planning legislation. Thanks also to the curator of The Pastures for all their help and patience!

By way of a summary of the day I would thoroughly recommend this format, it allowed the public to take away what they wanted and did not subject them to any bias. Having spoken to many people since the day they have all agreed that they came away having learnt something new, and that includes the experts!
